Why communism has never existed and why it never will

Communism is everybody being equal by first starting with war and then a dictatorship takes over until everything is settled but humans are greedy and as seen through failed attempts of communism, the dictators take all the money and food, gives it to themselves and friends and leaves the rest of the citizens are poor and starving, that is why I propose a different form of government where everyone has a say for accountability and to keep everybody equal.
